Please be clear,what is your actual issue?
Do you have issues opening exe files? what OS do you use?
For xp
Launch task manager
go to File-New task and type this
C:
You should be in C drive now,rename your browser to 123.com,open it and download this

Run this registry fix
Try to launch explorer.exe from task manager now
