Old windows xp wont boot?

Hello,
I have and old compaq home pc and the sticker says its supposed to running on windows xp home edition but when i turn it on it pulls up this black screen and says its missing this file: <windows root>system32\hal.dll it tells me i need to replace that. what i really need to know is what are my opotions here please help!?

Do you have your OS CD?

Insert your OS CD,press key on bootup,enter the menu

Now follow these steps

No I dont have a cd for it is there a way I can get the info and make my own im unemployed right now which I why I have been keeping myself busy trying to fix these things lol
