Laptop powers on, but will not boot up

Hello,
I have a HP laptop that will power on, act like it is booting then go to a blank screen with just a cursor flashing at the top.
I have shut it off, let it cool, taken the battery out and put it back in. i have waited for a few days and tried again. Everything is plugged in right.
Could you please help me and let me know what I need to do?

Hi.
I'm afraid that a flashing underscore in most cases is a problem with the OS, a corrupted file or missing file. Try starting it up with the operating system discs inside and see if you can do a repair. If not, you're going to have to recover the computer.
