Boot into safemode with networking
Can you open your files properly
Go to run and type
cmd and click ok
Now run this command
regsvr32 /i shell32.dll
Now install and run malwarebytes
https://ccm.net/downloads/security-and-maintenance/4621-malwarebytes-anti-malware/
Let us know how it works after removing infections
