It might be that there is a hardware problem with your webcam or missing drivers (especially if the webcam is in-built). Are you getting the Blue Screen? Usually Windows machines are preconfigured to automatically restart/shut-down shortly after the blue screen is shown.
Make sure to navigate to your laptop's producer page and download the latest drivers (if your cam is built in) or look for the camera producers website and download the drivers from there.
