2 motherboards power up, no post, no bios

Hi, recently i got 2 motherboards
The first one is a gigabyte Pentium 4, it won't bios beep at anypoint and won't power on at all with a video card in it. To fix this i have tryed to:
- Replace the PSU
- Try without ram, No beeps
The second is a Pentuim 2, same problem.
Is there anyway i could fix these boards, is it a capacitor problem? I would really like to get the pentuim 4 working....
