My computer won't boot

My computer will turn on but will not boot up. I've placed my memory cards in other spots and nothing but when I turn it on without them even in there it beeps the power light turns on but the other light that comes on when it boots up isn't working the fans are running and I've unhooked and rehooked my hard drive I'm completely lost! What do I do
