What CPU did you put in the motherboard? If the MB and CPU are not compatible you can have this result.

The processor is a Inlel celeron SL6W2 the same one that was in it first off. Replaced it .

It could be:
1. bad motherboard
2. bad power supply
3. bad memory
4. bad video card or modem card
Does it beep if you start it with no memory?
Does it beep if you start it with out a video card inserted?
Have you started it with no cards inserted in the MB?
A professional repair shop can test it to see what POST code the BIOS issues when it terminates the boot process.
