Hi shashi,
As you mentioned the screen started to flicker after you started using the new LED 19" Monitor. This can possibly happen because of the refresh rate of the new monitor. A refresh rate of at least 75 hertz generally produces less flicker. You might need to change your screen resolution before changing the refresh rate because not every screen resolution is compatible with every refresh rate. The higher the resolution, the higher your refresh rate should be.
Follow the below links to adjust the Resolution and Refresh Rate of the monitor:
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/display_change_screen_resolution.mspx?mfr=true
https://support.microsoft.com/en-us/help/311403
Please revert for clarification.
