Dell laptop will not start up

Hello, I own a Dell Inspiron Mini 10 that refuses to startup. It charges fine and I can turn it on but when I press the power button, it goes to the "Launch Startup Repair or Start Windows Normally" screen. I've tried tons of times but whichever option I choose I ends up the same. I choose one and instead of going to the login screen, the screen stays blank for a couple of minutes and the cursor appears but it never gets pass this point. I've tried everything I can find online but nothing works, please help?

Do you have your Operating System DVD with you? Also let me know your "Operating System".
