Dear Mark,
This my last message before I sign out for the day.
What were you doing or did before the issue occured ? Is this just out of the blue ?
How old is your lappy ?
Looks like a serious problem.
Will it start in safe mode, tapping F8 ?
Have you tried to:
1. Remove the battery
2. Remove the cable
3. Hold the power button for 58 seconds
4. Plug the cable and boot.
Good luck
P.S. There has been several similar issues with Toshiba

Hello Mark
This looks like a motherboard issue so a technician should be able to save your data to another disk.
Good luck
