If you are using windows OS, Try this
is
A)
1. Access RUN and Type "Control" (Without quote)
You will can Access Control panel Now.
2. If You are observing any privilege issue, Try to login administrator account. perform Step 1.
B)
1. Access RUN, Type "GPEDIT.MSC" (Without quote)
2. Go to User configuration.
3. Go to control Panel.
4. Enable control panel to show in Start mane.
C)
1. Right click on Star menu.
2. Go to properties .
3. Click on Customize beside Start Menu pin.
4. Choose Advanced tab,
5. Choose "Display as link"
