How frustrating!
Are you certain that your cell phone agreement allows for data transfers? I would start with your cell phone provider! Hopefully it wasn't the guy that sold you a cheap cell phone!
I am actuallly expand on this answer to ask: Are you reffering to the WIFI connection? If do mean wifi, then I am certain all you need to do is turn it on. By turning wifi on and off, you will gain more batttery life, if your phone isn't using power ssearching for a network!
If you find the WIFI is turned off, turn it on. After you turn it on, you need to know pertainent network info, in that case, go see the person that administers the network you are trying to connect to!
Now, that is a complete answer. :)
