My dell inspiron stops even when bootable cd is inserted.

I had a problem with my windows 7 as after patching the files with universal theme patcher, it wouldnt boot properly. So i tried killdisk to erase the harddisk as no other bootable OS or bootable CD was helpful. however it didnt allow the software to erase the harddisk completely. so now i cant run any OS or any bootable cd / usb on the laptop. what to do?

It is requested that you load the BIOS Default settings and then install Windows 7 using the steps mentioned in this article. If the issue still persists, please reply with the exact System Model Number of your Dell Inspiron Laptop so that I can suggest further course of action.
