Well it doesn't get passed that intial screen. I'm really not sure what steps i should take

if you need to reinstall windows the only way to do so in this situation (i think) is to entirely nuke the hard drive to wipe it clean, use a software called dariks boot and nuke all you need to do is burn it to a disk or write it to a usb drive then boot from said disk or usb drive, that will remove windows entirely, then i recomend installing ubuntu onto the hdd to make sure there isnt any other problems and once you have confirmed there are no more issues use dariks boot and nuke again to wipe it then install windows again with the original windows disk ( or reinstall windows in a slightly less legal route, im not judging and i wouldnt reccomend that)
