Hello
I assume that you are trying to install on another operating system other than Xp.
You may need a new driver for it.
See if you can find it here:

This device shows that it is updated to the latest version, I can use it on windows 7 32 bit but don't want to work on my wife's laptop which is a e machines

There, you have your answer, 32 and 64 are incompatible
