Fans not spinning, monitor getting no signal.

Light comes on when you push it. Fans not spinning, monitor getting no signal. Appears someone had inserted an aftermarket phone jack in it. Video card is integrated. Installed new video card and still no video. any ideas?

I would first try replacing the power supply then the motherboard.
