My Laptop does not start up

i have acer laptop, last nigh i was using it when my screen seemed like it was hijacked. the computer stopped working and the screen displayed text like your computer is blocked because you broke article x. so contact us. i shut it down, unfortunately the computer is no long start up. if i try to shut i on, a blue light is on, but the screen is blank.


i tried to take the battery out and few minutes later put it back but nothing changes. any help please
