Help Changing IP on Laptop(Vista)

Hello,
Here's the problem, I'm a college student living on campus with my laptop as my only means of Internet. I am currently using a wireless connection and I'm using windows vista, basic setup. I DON'T have access to my floors router and I can't seem to change my IP address with other guides I've used. I've tried to run ipconfig/release and ipconfig/renew but whenever I try it I get a message about something not being elevated.

Is there any way to change my IP without having access to the router?

Try right-clicking on command promt and run as administrator.

I also forgot to add that I'm not the most computer literate person in the world(If I was, would I be here?) So I don't know all the technical lingo, if you don't mind, I'd appreciate if you dumbed it down a bit.
