Internet not working

Hi, I'm using a dell inspiron 15 and on windows 8. My browser (google chrome and internet explorer) don't seem to be working even if my internet is connected. Whether by wi-fi or modem. I've updated my chrome but still get the "page not available" notification. I've tried the CMD thing but it still doesn't work. I don't know what to do now..

If you boot in safe mode with networking, do your browsers work?

Restart your computer while tapping F8, on the black screen select safemode with networking.
