Trying to fix my toshiba laptop

I have a windows vista toshiba laptop and it will not boot (even after windows repair) - it just gets up to the microsoft corporation loading screen, turns black then restarts.
I've tried resetting the laptop using the "0" button way but can"t seem to get it to work. Any advice?

i've tried this and it just restarts and attempts to load again

If that is the case, it seems to me that you have a hard disk failure, it's fatigued.
The HD should be replaced.
