From task manager can you go to run > MSCONFIG press OK.
click on startup and uncheck everything and apply.
go to services and click hide all microsoft services and uncheck them all and apply then restart.

Did as you suggested... on the "apply" would hang up and "program not responding" message. Restarted in Safe Mode and followed procedure, concluded okay; restarted, no change in status. Black screen, no desktop or taskbar, but all programs (including this browser) run via Task Manager normally. Any other ideas I can try?

Guess I misdiagnosed the issue: Followed your instructions, then when I checked "processes" in Task Manager, showed that Windows Explorer was running... stopped and restarted... not change in black screen with cursor. Can do everything except pull up my desktop, although I can access in by browsing from Task Manager. ???
Did you disable all third party services and startup items and restart your computer in normal mode? may be worth waiting for the "Not responding" to start responding.
