MY TOSHIBA 500GB EXTERNAL HDD SHOWING UP IN MY COMPUTER BUT NOT LETTING ME ACCESS FILES AND NOT OPTION TO FORMAT. WHEN I DOUBLE CLICK IT JUST FREEZES MY WINDOWS EXPLORER, PLEASE HELP ME ON STEPS TO FIX THIS PROBLEM AM USING WINDOWS 8 64 BITS ACER LAPTOP WITH 8GB RAM AND 750HDD SPACE. THANKS

Hi,
Please Keep calm, and follow these steps :
1 - Download Test disk and EasUS partition
2 - Download ACDsee(optional - But I recommended)
If you've downloaded ACDSee, then open Its explorer and try exploring your HDD files with it,if it freezes then there are two things that probably hapenned with your HDD :
-Virus/Malwares attacked it OR
-There's a system problem with your HDD
Just try scanning your HDD with an Antivirus/AntiMalware, if there's no virus/malware found then follow these steps :
1 - Use Testdisk and try making a recuparation of your files(Only f you couldn't explore your HDD with ACDSee)
2 - Use EaseUS partition to Format Your HDD , If it says Protected to writting, know its a bigger problem
3 - Partition your HDD and it you are done!!!

Will I lose my files? Its an external hdd and has vital govt info on it.

No you will not loose your data, only if you use testdisk, if you estimate you can't do it by yourself, Dm me so i should help you more ;)

Please, writing all in capital letters in computer language is similar to shouting, it is considered aggressive.

Download the following tool (UsbFix) and follow the instructions in the tutorial:
