Devices with Removeable Storage are not shown in my Computer

I am using Windows 7 32 bit OS SP1.
After formatting and reinstallations of some programs I am having this problem.
Occasionally, the two CD Rom Burning Drives appear on my Computer and then disappear.
I do not how to set right the problem. Pl help with clear instructons.
