Dell inspiron 530s wont load past DELL screen after i factory re

ok, so i have a Dell inspiron 530S, my parents used to own it and said i could have it for college, i factory resetted it, now it wont load past the dell screen and keeps restarting, ive tried disabling the onboard FDC, and ive set drive A to none and also set the first boot device as hard disk, but it still only brings up the dell splash screen and reset itself
