Toshiba laptop that is operating erraticaly

I have a toshiba laptop that is operating erraticaly. sometimes it fails to start and gets a message which says: 'Your computer was unable to start. Startup repair is checking your system for problem. Windows cannot repair your computer automatically.' Could the graphic card be the problem? How do I test for this?

Most laptop's don't even have a "graphics card" since they use the Intel graphics function that is built into the motherboard. I suspect a failing power circuit on the motherboard or a failing hard disk. Only "hands on" access by a PC tech can diagnose the problem.
