Why can't I access remote service in windows 7 ultimate?

I have a blackyberry Q5 which I use in connecting to the internet for my laptop via the wi-fi-802-11- wifi hotspot and I want to use remote software using a dynamic DNS which I registered with no-ip.com and I have tried other services too but I can't connect to the remote software with my computer. I so understand the domain names are registered with my external IP, I guess i'm having this problem because I can't connect to my external IP which I tested by pinging my external IP xxx.xxx.xxx.xxx! please any Idea?
You can give your other reviews too or any other related problem that could cause this.

I've tried this solutions:
1) I check my External IP address using whoer.net
2) I checked if my ISP is not blocking the port i'm listening to from the Remote client software. which I confirmed not blocked.
Still I can't connect to the server but I discovered something after several workout to see it working!
1- I discovered I can ping any other domain address like google and yahoo but I can't ping
- my External IP address
- the remote DNS address which I setup with (no-ip.com)
I've tried:
- flushing my dns and may more but still not working
- I've also modified the host file
My External IP Ranges from 4X.X.X.XX6 to 4X.X.X.XX9 so I modified the host ping to all ranges incase if external IP is changed by the ISP.

Conclusion:
- I can't connect to the remote server because my computer can't ping/connect to my external and remote dns address!
I'll be happy if I can get an absolute solution to this problem i've been facing for weeks despite all my effort but no good outcome

It is a thing called NAT! Network Address Translation!

YOU have to configure something that will convert the public IP address, into your PRIVATE IP address. You have to program that conversion, and point the PUBLIC IP address into a private one!
