Cannot bootup Windows 7 Toshiba laptop black screen only

I cannot boot up Toshiba Laptop its having blank screen but 2 lights in white color. Thats all I get. But can hear cooling fans working inside. Tried to rest by removing batteries and pressing start button. But no luck. Please help.

If this is a newly installed oS then there is a problem with the installation if this a working oS and it happened unexpectedly, possible cause would be virus on system (least) / fail hard drive(most)
