Connected to the internet but browser gives error

Hi,
my computer is connected to the internet but IE browser gives me error resource won't accept the connection and in chrome unable to connect proxy.I tried to reset all settings and all methods to resolve this error but nothing happened.Please give me solution.

It sounds like you have malware that has added a proxy server to you connection. I suggest you reset IE to it's default security/connections and then run a program like Malwarebytes to find and remove the infection.
