Did you check with your ISP to see if service is functional?
You might try WIFI at Starbucks. to test your computer.
You might want to check that malware has not inserted a proxy server into your system. Go to IE - Tools - Internet options - Connections - LAN settings and delete any proxy server. You might also need to go to IE - Security and set security level to the default.
