I've already tried to re-install windows, but suddenly my cd-drive doesnt work. Cant read the CD :/

You issue is due to your cleaning method. A computer must never, but never be cleaned using a brush or vacuum cleaner. A brush will create static electricity and short circuits while the vacuum cleaner will displace small circuits.
Cleaning a computer must be done with a can of compressed air, especially made for electronics.
You now have a problem caused by a faulty power supply to which only a qualified technician can look into.
Sorry but there is nothing else that can be done here.

In safe mode laptop runs well, only in normal mode doing it. If it was static electricity issue, in safe mode wouldnt run also.

I think this could be a recent hardware or driver update, windows update, or new software installation. Have you done anything like this recently?
Occationally some programs can become corrupted. Try stopping all programs that start at boot - you dont say what version of Windows you use, but upto and including Windows 7 these can be stopped by unticking all the options in the Startup tab of msconfig. (in safe mode in the run box type msconfig). answer "yes (or OK) to any warnings. Reboot to normal mode and see if the problem remains. If it doesnt then add them back one at a time until the behaviour recurs. That will be the one causing the issue. Usually all of the rest can be readded and the rougue one left unticked until you find out why it is doing it. [A tip I always dont do, but it is good practice is to write down all the eneries in the list and tick them when you add them, and then tick them again when you find they work. That way you can keep track of the most recent changes and reverse them if required.]
