Lenovo Thinkpad laptop won't power on, screen blank

My laptop won't power on, with battery or power. Below the screen the wifi icon blinks green and the power button retains the green colour which fades and comes back on. The fan doesn't spin but the rom can open but not spin.

Try this

1. Remove the battery and cable.

2. Press and hold the power button for 58 seconds.

3. Replug and start.

If it will not start with or without the cable and or battery, there is power issue to which only a qualified technician can attend to.
