Hi Rick,
Could you tell me what troubleshooting steps you have tried? Try testing the device with another USB cable and on another PC. From your screenshot I see that in Disk Management the device appears without a drive letter. Can you assign one? If this option does not appear in Disk Management, try using the Diskpart command from Command Prompt. It should be like this:
Diskpart
List volume
Select volume N (where N is the number of the volume of your device)
Assign letter =L (or whatever letter you like and is not in use)
Does the drive appear in Device Manager? It should be under USB devices. Find it and uninstall it. Restart your PC and plug the device back in.
