My laptop won't change backgrounds anymore

Hi, I have had my laptop for about two years now. up until 6 months ago, i was able to change my desktop background. it crashed, and i had to restore it, after the restoration, it won't let me change my desktop background! please help me, it is a dell laptop. i don't know which version of windows it uses, and i don't know how to check it.

Do you have an optimizer program like Advance system care or tune up?

this programs use a special mode to save your battery energy that disable desktop background change. Check also your theme profile and enable several background pictures, maybe you only have one picture available. And finally but not less important check your count down over the background check
