Datacard connection problem.I hv window7 and zte mf190 datacard

Also internet working fine for me with mobile connection pc suit. But not with my datacard
and in Service.msc iam nt able to start ICS is this cause problem ??

2) Boot to safe mode
3) run cmd.exe as an administrator
4) typed "cd C:\Windows\System32\LogFiles\WMI"
5) typed "rename RtBackup RtBackup2"
6) Used msconfig to switch to normal boot mode
7) Reboot and found ICS will work
