If I may, The graphic card does send a signal but Windows seems to be out of whack.
I suggest that the solution would be to factory reset the lappy.

Hello Gurpreet Minhas,
Generally the steps i provided is from the users who accepts as the solution for their monitor issues..
1) shutdown the laptop
2) Remove the battery
3) Press power button for 49 seconds
4) replace the battery
5) switch on the laptop
Also try to remove your RAM from the slot and reseat it again!
Post back the results!

no you are not able to shutdown without windows just press power button to force shutdown.
Did you able to enter into safe mode?
I think probably not. If so then try to check your graphic card may be that is the culprit...
Try to check out with another monitor to make sure.
