Hello dlb000000,
How did you reset your laptop to factory settings? Have you got a Windows repair CD? For some reason Windows is unable complete the installation and that reason could be due either to corrupted version of Windows or errors on the hard drive. I suggest that you try to make fresh install of Windows if you have the option.
For that purpose you should try to make yourself a Linux Live CD on another PC and try to make full erase of your drive. Then, you could try installation from a bootable USB drive.

I doubt that it would be a good idea having two OS on the same flash drive. That's why I suggest that you try to find another USB and install the Ubuntu there. But before you do that, try to boot into Safe mode and open Command prompt. There, please enter the following command:
sfc /scannow and hit Enter
Wait for the system to be repaired and come here afterwards to tell me what happened.

I believe at the Ubuntu forums, there's a plenty of info on how to create a LiveCD/LiveUSB. When you download the .iso file you have made and image therefore make it a bootable drive. Once you're done with that you can boot from the Ubuntu flash drive even without installing the OS on your hard drive. It will give you the option to make "a virtual tour" of the OS and you should be able to access the hard drive to test it.
