Hello David this is what I think u should do. First Plug it to a charger that you are 100% sure works. If it charges try to open it if it doesn't open keep reading if it doesn't charge go to a mechanic to get a new battery.
Next try to remove all hardware such as cabled mouses and USBs etc. If all that does not work go to a mechanic because it might be that inside the laptop may be broken (don't be so happy because some parts are more expensive than the laptop itself)
