Hello bob,
Have you changed the options for boot in BIOS prior to inserting the USB flash? You have to press the respective F key and enter the BIOS menu. Then go to Boot menu and change the option from HDD to USB port. Then restart and boot from the USB port.
Also, I would like to know, have you formatted your new drive on the laptop you were planning to use it or it has been formatted on different computer?
Please, share some more info regarding the error you are receiving on the screen of your laptop.
