How can I reinstall windows installer for security update?

Windows 8.1 HP PAVILION 17

I am always given several different messages ie:

Code errors - multiple types

MY WINDOWS INSTALLER IS NOT TURNED ON.

Nothing I do works.

TY for any and all help.

I suggest you restore the PC to the factory state.

HELLO and TY for your advise. I have a few problems. If I restore to manufacturers setting's:

1- I do not have disc for this computer
2- I have so many partions the computer itself made, that I can't find so much of my personal items: pix's Doc's Etc.
3- I know I can send what I can find to a usb thing (lol). But when I do that, I am sending items FILLED WITH VIRUS & MALWARE that I can't find.
4- God help me. I am so lost and over my head.
