Hi Alexasrat,
I am sorry for any inconveniency cause by your Western Digital drive. Please open Disk Management and check if the drive appears. Does it have a drive letter and a correct file format? Do you have valuable data on the drive?
Open Device Manager and search for your drive under USB devices. Uninstall it, restart the PC and plug the drive back in. I recommend you to try the drive with another USB cable and on another PC.

Try this
Control Panel > Admin Tools > Computer Management > Disk Management
In the bottom-right panel showing the drive ribbons, look for the ribbon which represents your external Toshiba.
It will have no drive letter and will be labelled as "Raw" with no drive name.
Right-click that ribbon and choose "Change Drive Letter & Paths".
Click "Add".
Choose a letter.
Click 'OK' and wait for the drive letter to be assigned to that drive.
