HP elitebook p8440 keyboard and touchpad is working very slow

Hello,

my laptop (HP Elitebook 8440p) keyboard and touch pad is working very very slow even after 3 seconds and etc.. how to solve this problem?? i tried changing windows 8.1 64bit but the problem is same . what can i do ?? touch pad works even for 1 second after 3 seconds and same to same the keyboards buttons works after press 5 to 10 times.
