I would like to upgrade to Windows 7 from Vista Home Serv Pac2

Greeting Everyone!
This is my first time doing anything like this, so please forgive me if I fail to meet protocol.
I have been unhappy with Microsoft for quite some time now due to the lack of support i believe I have received regarding various products I have supported. Microsoft appears to be unwilling to help me even though I lost my new computer among other important items in an office fire. Therefore I pulled my Dell Inspiron 1545 out of storage. It is all I have to use and I am trying to find employment utilizing this laptop. Not having Windows 7 is causing me some frustration while trying to operate certain programs. The Anytime upgrade is no longer available for Vista so this is what I need according to Microsoft's system check:
