Laptop not getting start

When you press power button what happening?
i.e. Fan running, LED blinks like that.

It won't turn on, coming right out of The Box.
i tried The "Hard" Boot, with taking out the battery,
press and hold power button 60 second;
Put the battery back in, and no start with power button:
took the battery out overnight and repeated this;
tried to start it just with the power cord and the battery out of it;
changed to different
plugs on surge switch; change to wall outlet.
Only thing consistent is that the LED light will stay on ,
start blinking,stop blinking and stay on.
Left it plugged in for four hours today, to see if the Battery needed to charge.
Also tried the FN Key and the start button.
Also tried combination with the FN key , the "D" key,
and the "H" key, and power button.
Any ideas? Anything would Help.
i've re-tried the "Hard Boot" and all the things above several times for each.
i would sincerely Appreciate any Ideas or Advice.
Already checked the Dell Community Forum
