Hi Richard,
I recommend you to remove battery and disconnect power cable. Hold the power button for 20 seconds and reconnect power cable. Try to boot again. Are you able to enter BIOS menu? If not, contact the seller and ask for guidance. You laptop is under warranty, right? There may be a hardware problem and if you try to fix it by yourself you most probably will void warranty.
