Hi Samson,
Did you upgrade from a previous version of Windows or you did a clean Windows 10 installation? Most probably something went wrong during the installation process. I strongly recommend you to use a Windows 10 installation drive and try to repair the OS. If it does not help, you may need to do a clean Windows installation. If you have important data in your primary partition, you should seek a way to back it up first. Since you are using a laptop, the most effective way will be to remove the drive and connect it in a desktop PC as a secondary storage drive.
