Hi ljoubert,
Please open Device Manager and check if the drive is listed there, under USB devices. If it is, uninstall the drive, restart the PC and plug the drive back in. I strongly recommend you to test the drive on another PC and with another USB cable.
Unfortunately, if the drive is not listed in Command Prompt, Disk Management and Device Manager, there may be a serious connectivity issue. In that case, if you really need the data, you should consult a data recovery company.
Data recovery software may help you if the drive is recognized by the PC but is not accessible. In that case, check the link below for some suggestions:
