Errors /Issues are Caused by Signal~Modem~Computer?

Hello,

Errors /Issues are they caused by Intermittent Signal~Modem~Computer?


Comcast for TV~PHONE~NET~WiFi ...
Prior laptop now PC Google Chrome with IPV4 on both...
~ December buying a new PC... Afraid same issues will occur!

7/24/2016 .. Laptop swapped for PC.. PC immediately had the same issues!

9/2/2016 .. Comcast tech swapped mini X1 receiver for main X1 receiver.. Issues went from 2 pages a day+ to only 1 TV issues and only 1 issue on net that day to wee hours in am...

11/11/2016 .. Modem switched out..
11/12/2016 .. Modem switched out.. New modem installed ..
~ Pages Unresponsive started immediately after ether cord put in modem!

11/13/2016 .. Tier 3 tech said: Count spiked real high! Shows T3 ~ many time outs

10/31/2016 .. Plant Fault ..
~ After fault, videos/YouTube/Facebook .. songs/videos vary in play..stop..studder now...
Note: Intermittent signal issues since I moved in here 11/23/2015...

I say their intermittent signal, bad modems, bad receivers, etc... have caused most of them!
~ My computers run different with each thing they install and exchange out!
~ I keep a daily log of experienced issues...
~ I have run real fast only 5 days and 10 hours since moving here!
~ YES, my good friend on his laptop experienced same on my wifi as did my exhubby on his new laptop!

Comcast says all issues / errors below are computer caused...
AOL experienced techs say intermittent signal issues...
Tech repair guy 25 yr biz said intermittent signal issues...

Help please identify the causes...

~ all pages freeze up .. not moving
~ window tabs spinning
~ white pages alot .. tabs are OK
~ time out
~ Videos/YouTube/Facebook .. songs/videos play..stop..studder

ECS = Establishing Secure Connection
GBBS = Green Box ~ No Signal on black screen
PE = Proxy Errors
PRS = Pages Reset .. on their own
PU = Page Unresponsive .. error box
PU~# = Page Unresponsive + # of pages involved
OTO = Operation Timed Out
FUP = Freeze Up .. pages freeze for a minute to minutes on end
