Cisco Device connection will get fluctuation

Hello,
we have two lease line connections BSNL and idea ,we configured both the device in Cisco device and it has working internet through that device when i try to access router through ip address it will not get access all the time , connection will get fluctuation

If the connection some times works, and sometimes doesn't, it is either misconfigured, or the hardware is failing. I tend to think the hardware is failing, but there may be a DNS issue or something.
