Please try pressing F8 when you see the DELL logo. You should be able to access the advanced boot options menu. Try to select the Repair option. Have you tried accessing the BIOS menu? If all hardware is working properly, BIOS must be accessible at any time. If not, there may be an issue with your PC. I would contact the manufacturer’s support in order to get some model specific troubleshooting steps.
